It's probable that they're still having high value targets brainwashed under MK Ultra, behind the scenes, and using their access to surveillance to cover it up.
If I'm losing, they'll say it's a fair fight but if I start winning, all the fools standing around will jump in and make sure I start losing, so it's not really a fair fight either way.
In some places, there is an expectation of honesty and respect, so they would not like a lot of the things that are normalized out here.
